Local authorities have a statutory duty to provide advice and assistance to the public and businesses in their area. Civil protection is organised regionally through Regional Resilience Forums and the devolved administrations, and locally through Local Resilience Forums.
Regional Resilience Forums are established on the basis of government office regions. They bring together representatives of the emergency services and other responders to co-ordinate planning on a regional basis. You can find your nearest Regional Resilience Forum on the UK Resilience website.
The main way in which emergency services and other responders co-operate at the local level is the Local Resilience Forum. Local Resilience Forums are established on the basis of police areas. Established by law, they bring together those organisations covered by the Civil Contingencies Act (the emergency services, local authorities, NHS bodies, certain government agencies, transport and utility companies).
Local Resilience Forums provide a process by which these agencies can produce common advice on risk, agree multi-agency plans and maintain arrangements for informing the public.
In addition, local authorities have a duty under the Civil Contingencies Act, from May 2006, to provide advice and assistance to businesses and voluntary organisations in relation to business continuity management.
Community Risk Registers (CRR) have been developed across the UK by emergency services and other responders as a means of assessing the risks that a particular area may contend with and the impact that these will have on that area.
